I think when given the choice of being under the thumb of a mind-controlling crazed megalomaniac who EATS people versus shared authority with a remotely based justice-loving enforcer who prefers to be merciful, it's clear who's the better deal for him. The Regent just has to figure out how to stay alive until Ye Zun can be dealt with, by someone else, of course.
